Dr. Naeem Rauf is a distinguished civil servant belonging to the Pakistan Administrative Service. Currently, he is serving as Chairman of the Planning and Development Board, Government of the Punjab, since June 2025.
Dr. Naeem Rauf brings over twenty-five (25) years of public service experience. He has previously served in various departments of Government of the Punjab as Secretary Energy, Secretary Environment, and Secretary Local Government & Community Development. In the Government of Pakistan, he has served as Director General Immigration & Passports, Joint Secretary Establishment Division, General Manager SMEDA, and Director General CDA, among other positions.
He has vast specialized experience in public administration, public policy and development planning. Dr. Rauf is also serving as Director on the Boards of various leading state-owned companies and autonomous bodies. His contributions to various sectors of government and his service on corporate boards underscore his commitment to public service and his substantial impact on Pakistan's administrative and governance landscape.
Dr. Rauf has done MBBS from AIMC, Master of Public Management from Harvard Kennedy School and Lee Kuan Yew School of Public Policy, and Masters in Health Policy from London School of Economics and Political Science (LSE).
Mr. Mujahid Sherdil is an officer of Pakistan Administrative Service and is currently posted as Finance Secretary, Government of the Punjab. He joined Civil Service in year 2003 and held various senior positions at federal and provincial level including Secretary, Communication & Works; Secretary, Planning & Development; Deputy Commissioner, Islamabad; Director General, Punjab Disaster Management Authority; Chief Executive Officer, Infrastructure Development Authority of Punjab and Principal Staff Officer to the Prime Minister of Pakistan.
Mr. Mujahid is a versatile, highly adaptable professional and key problem solver with 20 years of proven track record to his credit, providing solutions to optimize operational performance across a broad range of areas with particular focus on national/provincial infrastructure development, financial management, public procurement and public administration. He maintains a reputation for setting high expectations, promotes individual/organizational goal attainment by applying expertise to key aspects for executing organizational goals.
He holds a degree in Master of Architecture from Washington University, St. Louis, MO., USA and Bachelors of Arts with major in Concentration in Mathematics and Pre-Architecture from Grinnell College, Iowa, USA.
Mr. Mujahid remained an outstanding tennis player during his educational career at Aitchison College, Lahore and Grinnell College, USA.
Muhammad Jahanzeb Awan is an officer of the Pakistan Administrative Service with over 20 years of diverse experience in Public Administration, Governance, Public Finance, Development planning, and public sector reforms. He has served in various senior positions at the Federal and Provincial levels, with extensive experience in Policy Formulation, Institutional Development, Stakeholder Management and Public Sector Reforms.
He is currently serving as Secretary (Services), Services & General Administration Department, Government of the Punjab. Previously, he held senior positions including, Divisional Commissioner- Sargodha, Lead advisor to the FCDO-funded Subnational Governance Programme, Joint Secretary (Career Planning)- Establishment Division; Special Secretary (Reforms/Planning)- School Education Department; Deputy Commissioner-Jhelum; Managing Director-Punjab Procurement Regulatory Authority; Additional Finance Secretary (Economic Services)and Secretary-level positions in the Government of Gilgit-Baltistan.
Mr. Awan holds a Master of Science in Social Policy & Development from the London School of Economics (LSE), where he graduated with Merit as a Chevening Scholar, and a Bachelor of Science in Mechanical Engineering from UET Lahore, with Honours. He has also attended senior management and specialized training programmes at the National School of Public Policy, London School of Economics and the Civil Services Academy, Pakistan.
Azmat Mahmud is an officer of Pakistan Administrative Service of Government of Pakistan.
Since joining the civil service in 1998, he has served extensively at the federal, provincial and sub-national level respectively.
Currently, he is heading the Specialized Health Department as Secretary to Government of the Punjab. In his capacity of Secretary to the Government, he plays a crucial role in formulating and implementing _ policies to improve specialized Healthcare services, ensuring the efficient functioning of hospitals and medical institutions. Additionally, re oversee the allocation of resources, manage human resources, and ensure the delivery of high-quality healthcare in specialized fields, coordinating with various stakeholders to address public health needs. Prior to joining this assignment, Mr. Mahmud served as Minister (Trade) at Embassy of Pakistan, Washington DC for four year where engaged with multilateral and bi-lateral trading partners. He also officiated as the Vice Chair of Standing Committee of International Cotton Advisory Committee (ICAC) at Washington DC. Mr. Mahmud has also served as Joint Secretary at the Prime Minister's office in Islamabad and looked after portfolio of Internal Security, Economic Affairs and International Trade Affairs. Mr. Mahmud served as District Collector and Regional Administrator in different provinces of the country and worked as Regional Coordinator of World Bank's Cities Governance Improvement Project for Urban Development.
He has a Law degree from PULC. He is a British Chevening Scholar and holds a postgraduate degree in Development Studies from SOAS, University of London.
Zafar Masud is a seasoned banker and entrepreneur, focus on Development Finance, with 27 years of proven track record of success and delivery. Served at top positions for multinational banks in Pakistan and abroad, including Regional Managing Director & CEO for Southern Africa, Barclays Bank plc. - responsible for three countries and represented on Board of Directors, managing total balance sheet size of US$3Bn and around 10,000 people. Worked at senior levels in Citibank, Dubai Islamic Bank and American Express Bank.
Before that until August 2018, worked as Director General, National Savings,Ministry of Finance. Initiated digitization of organization, including online banking and ATM Cards with the support of Gates Foundation, DfID and World Bank. Successfully included Persons with Disabilities and Shuhadah Families in welfare products of National Savings and set in motion launch of Overseas Pakistanis Savings Certificates.
Most recently, was working as CEO (Interim) for InfraZamin Pakistan - a DfID,UK driven initiative - a first of its kind credit enhancement company for social infrastructure financing in Pakistan.
Has extensive experience of working at Board of Directors level for major public and private sector entities including State Bank of Pakistan , Member of Independent Monitory Policy Committee, Oil & Gas Development Company Limited, Port Qasim Authority, Quaid-e-Azam Thermal Power(Private) Limited and Gadoon Textile Mills Limited.

She is the Founding Partner of Saleem & Mamdot, a corporate and regulatory law firm, and the Chief Executive Officer and Founding Director of Governance Research Institute Pakistan (GRI), an independent governance and public policy institute.
Her professional experience spans corporate governance, financial services, capital markets, investments, mergers and acquisitions, corporate restructuring, foreign investment and strategic transactions. She has advised domestic and international clients on acquisitions, joint ventures, shareholder arrangements, investment and financing structures, regulatory matters and complex commercial transactions across a range of industries and regulated sectors.
Her work also includes technology-enabled financial services, insurtech, insurance intermediaries, venture capital and growth businesses.
